England Bowls: the proposed merger of Bowls England and the EIBA
Last updated 13 October 2026
Bowls England (BE) and the English Indoor Bowls Association (EIBA) are proposing to merge into a single governing body for indoor and outdoor flat green bowls, to be called England Bowls. This page collects the public information in one place. It is for information only and is not intended to reflect a Bowls Yorkshire position.
Where things stand
-
Both Boards have approved an initial outline of the merger, and a Board Designate has been set up to prepare for it.
-
The proposed merger date is 1 May 2027.
-
Members of BE and the EIBA are expected to vote at an AGM or SGM in early 2027. If either side votes no, the merger doesn’t go ahead and both organisations continue as they are.
What is proposed
BE and the EIBA say a single governing body would give bowls one voice, a joined-up competitions calendar, simpler affiliation and administration, and a stronger case for funding. It would include Regional Delivery Hubs to support clubs and counties.
What it would mean for you
-
Clubs and County Associations would become members of England Bowls.
-
Local and national competitions, including the National Championships, would continue, and the rules of the sport stay the same.
-
Detail on voting, affiliation fees and the role of the hubs is still being worked out.
